Due to the favorable evolution of the health situation in the French part, the Prefect, Serge Gouteyron has decided to lighten certain measures. Thus, from this Friday, July 9, restaurants and drinking establishments in Saint-Martin are authorized to open until midnight.

The latest data from Public Health France confirm the drop in positive cases of covid in Saint-Martin. However, even if this trend is underway, the Prefect of Saint-Barthélemy and Saint-Martin calls for the greatest caution. 12 people died in less than a month. The situation therefore remains fragile.
For these reasons, the Prefect has decided on the following measures:
• restaurants and drinking establishments in Saint-Martin are authorized to open until midnight;
• due to recent incidents, the stands of the Saint-Martin stadiums are no longer authorized to receive the public;
• discos are authorized to open subject to a strict sanitary protocol (see appendix).
The Prefect recalls that sporting, religious and cultural events necessiten a declaration and authorization from the Prefecture. Recent incidents have been noted and administrative closure procedures have been initiated against offenders.
The Prefect recalls that vaccination remains the best way to protect against the epidemic of covid-19 and that Galisbay vaccinodrome is open from Monday to Saturday from 8 a.m. to 16 p.m. including for adolescents from 11 to 18 years old. Almost 32% of the population received a first injection, which is a favorable factor in the fight against the epidemic of covid-19, but still insufficient to allow the return to normal life.
Sanitary protocol for the reopening of discotheques
• access to the establishment is only possible on presentation by the customer of a sanitary pass, valid when the customer has
- a complete vaccination schedule
- or a negative result of a PCR or antigen test carried out in the 48 hours preceding entry into the establishment
- or a result of a positive PCR or antigen test attesting to the reestablishment of the covid dating from at least 15 days and less than 6 months.
• the health pass is presented by the customer in front of the entrance to the establishment. It is controlled by the staff of the establishment. A customer without a valid health pass must be refused entry.
• indoor clubs and discos can accommodate the public according to a tonnage corresponding to 75% of the maximum number of eligible public. Open-air clubs and discos can accommodate the public according to a scale corresponding to 100% of the maximum number of eligible public.
• the wearing of a mask is recommended for the clients of the establishment.
• hydro-alcoholic gel is available to the establishment.
• the following signs are required at the entrance of the establishment:
- reminder of sanitary instructions, in particular hand washing;
- the establishment's maximum reception level;
- the invitation to download and activate the all anti-covid application.
• a Covid 19 referent is appointed within the establishment. He is in charge of the implementation of health protocols, management of case management procedures and contact cases and will be the privileged interlocutor in the event of a health control or investigation by the health authority.
• type P establishments must set up a paper and digital reminder book. The client will have to complete one or the other. The digital version of the reminder book will be presented in the format of a flashable QR code available at least at the entrance of the establishment or in places deemed accessible and relevant. The customer must flash the QR code via the Tous anti Covid application. On the paper version, customers will indicate their contact details, date and time of arrival. The establishments will make this notebook available to the ARS in the event that a tracing contact is triggered by the Response unit.
In all cases, this data will be destroyed after a period of 15 days.
In accordance with the standards in force, the closing time for establishments outside the tourist season is set at 2 a.m. from Monday to Friday and at 4 a.m. on Saturdays, Sundays and public holidays. During the tourist season (from 1er December to April 30 and from 1er July to August 30) the closing time is set at 4 a.m. Monday to Friday and 6 a.m. Saturday, Sunday and public holidays.
