Start of the operation: “Roof covering” by the Collectivity

As a preamble to the plenary session of the territorial council this Wednesday, July 11 at 9 am, Daniel Gibbs announced the launch of the “roof covering” operation, for which the COM budgeted the sum of five million euros.

"The first public contracts have been awarded, people in vulnerable situations have been identified" assured the President of the COM. The Solidarity and Families pole listed 440 people eligible for this scheme, among the 3000 victims in a precarious situation that it had identified after Irma.

These are families with young children (less than three years old), people declared disabled and elderly people (over 60 years old) in a precarious situation.

This list, established between September 2017 and January 2018 is being refined by the field team, responsible for assessing each person's situations.

Martial Halley, geomatician in charge of community information systems, member of the team in charge of the operation, reported to elected officials the frustration and anger of the people who were on this list and who have managed since to redo their roof with their own means. "They ask why the operation took so long before it started," he explains.

"We had to wait for the vote of the original 2018 budget to be able to release the funds necessary for this large-scale operation, and then to award the corresponding public contracts within the mandatory legal deadlines" answers Daniel Gibbs. "I remind you that what was done in the past - I mean in the time of the municipality - can no longer take place today ... The use of public money for the reconstruction of private goods must comply with rules strict ”he insists.

The priority neighborhoods are Sandy Ground and Quartier d'Orléans, where work has already started. They will then continue to Marigot and Grand Case. On the one hand, it is a question of mandating companies to carry out these roofing works and to allow these companies to access reconstruction equipment, the cost of which is entirely borne by the community.

Julien Bataille, in charge of the contracts within the team which carries out this operation “roofing roofing” explained that the market had been launched and that it would last a year so as not only to repair what is necessary today, but also "anticipate other possible destruction by the end of the season".

"This is not a sufficient envelope compared to the extent of the damage" concedes Daniel Gibbs who affirms that the Collectivity is doing what it can. A presentation at the end of the Territorial Council of the building diagnosis carried out between mid-April and mid-May revealed that 13,5% of the 2751 homes examined were still partially or entirely covered with tarpaulins.
