Signature of the citizen participation agreement between the State, the Collectivity and the Gendarmerie!

On January 10, in front of a large audience, Daniel Gibbs, president of the Collectivity of Saint-Martin, Sylvie Feucher, Delegate Prefect of St Martin and St Barthélemy and General Jean-Marc Descoux, commander of the gendarmerie of Guadeloupe and the Islands from the North have signed the citizen participation agreement.

Citizen participation aims to defeat delinquency; this system was set up to involve the population of a neighborhood in the security of its environment in partnership with the gendarmerie. The objective is to exchange information and develop a united and vigilant attitude between neighbors by informing the police of any particular fact or behavior.

The fight against delinquency is a priority for the state services, by signing the convention Mr Gibbs recalls that "security is a state affair but it is also everyone's business, there are political responsibilities but also civic responsibilities of good living together ”.

Based on this principle, this agreement is part of a broader process of fighting against delinquency since the state / gendarmerie partnership and citizen participation raises awareness among all the players in the sectors most affected by incivility, theft and other malicious acts.

Mr Descoux explains that this device, already in place in French municipalities, has led to a reduction in offenses, “this system is not favorable to delinquents, with citizen participation, the delinquent's ecosystem changes, he no longer feels so comfortable to perpetuate his crimes. The general aspires to strengthen the social bond between neighbors and gendarmes in order to reduce delinquency.

How does this device work?

- Create a privileged link and initiate a better exchange with the neighborhood council and the gendarmerie.

- Appoint a neighborhood referent.

- The referent will report any unusual situation observed by himself or by the neighborhood.

- Report suspicious behavior, criminal acts, pranksters, incivility to the neighborhood referent who will forward the information to the gendarmes.

The general recalls that at no time is it a question of denunciation but of a true service rendered to the whole population.

The citizen participation system will start with the Concordia district.
